The electricity disclosure on the annual electricity invoice/statement for end consumers shall break down the total electricity consumption into the shares of all the primary energy carriers in the energy sources mix, which the trader used in the preceding year. Power labelling is thus a system which allows the end consumer to evaluate the supplied electricity according to quality criteria.
The Austrian disclosure system (sections 45 (2) and 45a Electricity Act) features very strict dispositions concerning the issuing and use of guarantees of origin for disclosure.
Pursuant to section 45a (3) Electricity Act E-Control is responsible for monitoring the accuracy of the suppliers' disclosure declarations.
In order to facilitate electricity disclosure for the companies concerned, E-Control drew up Guidelines for Disclosure. These guidelines provide explanations of laws and recommendations.
The Guidelines for Electricity Disclosure were elaborated by E-Control, but market players (generators, traders, suppliers), as well as accredited authorities (TÜV Austria, Austrian Electrotechnical Association, arsenal research, TÜV Süd) and NGOs (Global 2000, Greenpeace) were invited to make their statements in four meetings of the "Labelling Working Group". E-Control reserves the right to introduce modifications and amendments to the guidelines.
